The University of Rwanda (UR) has opened applications for the Inter-University Council for East Africa (IUCEA) Scholarships, offered under the EAC Scholarship Programme (EACSP) — a regional initiative of the East African Community (EAC) and the Federal Republic of Germany.
The programme supports academically talented but financially disadvantaged students to pursue master's studies in an EAC Partner State other than their own country. Phase I of the programme (launched in 2018) supported 180 master's students. Phase II, which began in October 2025, is expected to support at least 280 students across three cohorts from all EAC partner states — Burundi, the Democratic Republic of Congo, Kenya, Rwanda, Somalia, South Sudan, Tanzania, and Uganda. Its vision: "Leadership to Foster Regional Integration."
For this cohort, the University of Rwanda is offering up to 120 scholarships to eligible applicants from Burundi, DR Congo, Somalia, Kenya, South Sudan, Tanzania, and Uganda.
Eligible Master's Programmes
- MSc in Health Supply Chain Management
- MSc in Pharmaceutical Analysis and Quality Assurance
- MSc IoT Wireless Intelligent Sensor Networking
- MSc in Electrical Power Systems
Applicants may apply for more than one programme, but each application is treated separately.
What the Scholarship Covers
- Full tuition fees, paid directly to the University of Rwanda
- A return economy-class ticket between the scholar's home country and Rwanda
- An arrival allowance of EUR 200
- A monthly stipend of EUR 380 for accommodation, meals, and living expenses
- A lump-sum allowance of EUR 650 for study materials
- A one-time EUR 1,500 study and research allowance
- Medical insurance for the duration of the scholarship
- Visa/entry fee support where required
- Participation in at least one extracurricular event
Eligibility Requirements
To qualify, applicants must:
- Be a citizen of an EAC Partner State other than Rwanda
- Be below 35 years of age at the time of application
- Apply to study in an EAC Partner State other than their own country of citizenship
- Hold a bachelor's degree with at least Second-Class Upper Division (or equivalent, e.g. 70%+ or GPA 3.25/4.5)
- Meet the specific academic background required for their chosen programme (see the official call for details)

- A cover letter addressed to the Director of UR's Centre for Postgraduate Studies
- A current CV
- A copy of your passport
- A certified copy of your bachelor's degree certificate
- Certified academic transcripts of your bachelor's degree
- Letters of recommendation from 2 academic referees
All documents must be submitted in PDF format.
